(Wellington).- New Zealand is taking significant steps toward regulating its online casino industry, with the proposed Online Casino Gambling (OCG) Bill making progress in parliament.

Recently introduced by Minister of Internal Affairs Brooke van Velden, the Bill successfully passed its first reading — a key milestone in the journey toward a fully licensed online gambling framework.

What the OCG Bill Means for New Zealand’s Online Casino Industry

The OCG Bill aims to establish a legal, structured licensing system for online casinos operating within New Zealand. Currently, the sector is largely dominated by offshore operators, meaning the government receives no tax revenue, and local players are offered limited consumer protection.

Supporters argue that the regulation is long overdue. They believe it will bring much-needed oversight, increased player safety, and valuable tax contributions to the national economy. By creating a local framework, New Zealand can finally exert control over an industry that has operated in legal gray areas for years.

Opposition from Sports Organizations and Community Groups

Despite the progress, the Bill has sparked backlash, particularly from New Zealand’s sports and community sectors. Critics argue that regulation could disrupt the long-standing funding model that supports grassroots sports, much of which is backed by existing gambling proceeds.

Sports organizations worry that this legislative shift could divert funds away from community initiatives and usher in a new era of uncertainty for local programs.

Limited Licenses and Strict Regulatory Requirements

If the Bill passes all stages, only 15 online casino licenses will be made available through a competitive auction. Interested operators must meet strict regulatory standards set by the Department of Internal Affairs (DIA), including:

A comprehensive responsible gambling strategy

A proven track record of regulatory compliance

Payment of regulatory fees to the DIA

These measures are designed to ensure that only reputable and responsible operators are allowed to enter the newly regulated market.

Timeline for Launching a Regulated Market

Minister Van Velden has emphasized that the goal of the OCG Bill is to bring the online gambling sector under government control and create a sustainable, regulated environment for both operators and players.

If all legislative hurdles are cleared, New Zealand’s regulated online casino market is expected to launch by 2026.
